A whole-house repipe means replacing the water supply lines running through your home — the pipes that bring pressurized hot and cold water to every fixture. It does not mean replacing drains, and it does not mean replacing everything under the house. It is a specific, bounded scope, and in an older Northern California home it is one of the most common non-cosmetic projects there is.
The reason repiping comes up so often is that two of the supply materials used in twentieth-century American housing fail as a property of the material itself. Galvanized steel corrodes from the inside out. Polybutylene has a documented history of failure at its fittings. Neither is a workmanship issue you can inspect your way out of, and neither gets better with time.

These two materials fail in completely different ways, and the difference matters because one gives you warning and the other largely does not.
Galvanized steel closes itself off
Galvanized pipe is steel with a protective zinc coating. Over decades the zinc depletes and the exposed steel corrodes, building up scale on the inside wall of the pipe. The interior diameter shrinks, restricting flow and dropping pressure, and the corrosion releases into the water as discoloration. Eventually the pipe wall thins enough to leak — usually at a threaded joint, where the wall is already thinnest. Hot lines degrade faster than cold.
Replacing one section makes the next one fail
This is the part that surprises homeowners. Cut out a corroded section of galvanized and replace it, and the restored flow through that section increases velocity and pressure downstream on pipe that is in exactly the same condition. Sequential leaks after a spot repair are common enough to be predictable, which is why plumbers stop recommending patches once a galvanized system starts failing.
Polybutylene fails at the fittings
Polybutylene supply piping was installed in some homes from roughly the late 1970s into the 1990s. Its failure history centers on the fittings and connections rather than the tubing itself, and failures tend to be sudden rather than gradual — there is often no warning symptom before a leak. Because the failure mode is not progressive in a way you can observe, age and material identification matter more than inspection.
Copper is usually fine, with exceptions
Copper supply piping has a long service life and is not automatically a repipe candidate because of age. Where copper does fail, the causes are specific: pinhole leaks from aggressive water chemistry, erosion at elbows from high velocity, or damage from prior work. A copper system with no leak history generally stays.
Supply-line symptoms are systemic — they affect the house, not one fixture. That distinction is the fastest way to sort a repipe conversation from a repair.
Points toward repiping
- Water pressure has fallen off gradually across the whole house, not at one fixture.
- Hot water lines are noticeably worse than cold — heat accelerates corrosion.
- Rusty or brown water on first draw, especially after the house has sat unused.
- You have had more than one supply leak in different parts of the house.
- Exposed piping at the water heater or in the crawlspace is visibly galvanized steel.
- The home has polybutylene — typically grey, and often with plastic or copper crimp fittings.
Points toward a targeted repair
- One fixture is slow while the rest of the house is fine — usually an aerator or a supply stop.
- The house was repiped in copper or PEX at some point and the work is documented.
- Pressure problems that appeared suddenly, which point to a pressure regulator rather than the pipe.
- Discolored water that traces to the water heater rather than the supply lines.
One further note on symptoms: repeated leaks inside walls are worth taking seriously beyond the plumbing itself, because sustained moisture in a wall cavity creates conditions for mold. The EPA's guidance is straightforward — control moisture and dry wet materials quickly. A supply system that leaks repeatedly is a moisture source that keeps returning.
PEX — flexible, fewer joints, faster to run
Cross-linked polyethylene tubing is flexible, which is the whole story: it can be routed through existing framing cavities with far fewer connections than a rigid system, and fewer joints means fewer places to leak. It is faster to install, which reduces labor, and it tolerates freezing better than rigid pipe — relevant in the foothills and at elevation. It cannot be run in direct sunlight, needs protection where it passes through framing, and the fitting system matters. It is the most common choice for repipes today.
Copper — rigid, proven, more labor
Copper has the longest track record of any modern supply material and remains a legitimate choice. It is rigid, so every direction change is a fitting and every fitting is soldered or pressed; that makes it slower and more labor-intensive to install, particularly through finished walls. Some homeowners prefer it for its service life and because it does not raise questions at resale. Local water chemistry is worth discussing before committing to it.
What actually drives the choice
Access is usually the deciding factor. A house where lines can be run through open walls and an accessible crawlspace or attic gives you a real choice between the two. A house where most of the routing has to thread through finished, closed construction pushes strongly toward PEX simply because of how much less has to be opened. Local code and your building department's requirements also apply, and both materials are in ordinary use across Northern California.
Manifold or trunk-and-branch
Beyond the material, there is a layout decision. A trunk-and-branch layout mirrors traditional plumbing — a main line with branches off it. A manifold, or home-run, layout runs a dedicated line from a central distribution point to each fixture, which improves pressure balance and lets individual fixtures be isolated. Manifold layouts use more tubing but fewer fittings, and they suit PEX particularly well.
Both materials are governed by the plumbing provisions of the California Building Standards Code, adapted from the model codes published by the International Code Council. What is permitted and how it must be installed is a code question your building department answers for your jurisdiction.
The strongest argument for repiping during a remodel has nothing to do with the plumbing. It is that the expensive part of a repipe is usually not the pipe or even the plumbing labor — it is access. Getting to the lines means opening walls and ceilings, and closing them again means patching, texturing, priming, and painting. In a lath-and-plaster house, it also means matching a texture that does not come out of a bucket.
If a kitchen or bathroom remodel is already opening those walls, the access cost is already being paid. Adding the repipe to that scope is dramatically cheaper than doing it as a standalone project two years later, when every opening has to be created and repaired specifically for the plumbing. This is the single clearest example of the general rule for older homes: do the invisible work while the walls are open.
There is a scheduling argument too. A standalone repipe means the household loses water service for parts of several days and lives through drywall dust in finished rooms. Folded into a remodel that already has those rooms out of commission, the disruption largely disappears into work that was happening anyway.

The plumbing is the fast part. Everything around it is what you actually experience.
- 01Assessment — identify the existing material, trace the routing, and check the crawlspace, attic, and water heater connections. This determines whether a partial or whole-house scope is right.
- 02Layout and permit — the new routing is planned, the material and layout chosen, and the work permitted. Plumbing alterations are permitted and inspected work in California jurisdictions.
- 03Access openings — walls and ceilings are opened only where the new lines need to run and where connections are made. Existing remodel demolition covers much of this when the work is bundled.
- 04Rough-in — new supply lines are run, fixtures are tied in, and the old lines are abandoned in place or removed where accessible.
- 05Pressure test and inspection — the new system is pressure-tested and inspected before anything is covered. This is the checkpoint that matters.
- 06Close-up and finish — insulation where required, then patching, texture matching, and paint. In a plaster house this is skilled work, not filler and a roller.

How do I know what material my supply pipes are?
The easiest place to look is at the water heater and wherever piping is exposed — a crawlspace, a basement-style utility area, or under a sink. Galvanized steel is dull grey, magnetic, and has threaded joints. Copper is unmistakable by color. Polybutylene is typically grey plastic tubing, often with crimped fittings. PEX is flexible plastic tubing, commonly color-coded red and blue. One caution: many older homes have a mix, because a previous owner replaced part of the system. Seeing copper at the water heater does not mean the lines inside the walls are copper.
Does a repipe mean my whole house gets torn apart?
It means targeted openings rather than wholesale demolition. Lines are run through the least invasive route available — attic, crawlspace, and existing chases where possible — and walls are opened at connection points and where routing requires it. How disruptive it feels depends heavily on the house: single-storey homes with accessible attics and crawlspaces are far easier than two-storey homes where lines have to cross between floors. It is also why bundling the work with a remodel that is already opening those areas makes such a difference.
Is PEX or copper better?
Both are legitimate and both are widely used. PEX is flexible, needs fewer joints, installs faster with less labor, and handles freezing better — which is why it dominates repipe work today, particularly in finished homes where access is limited. Copper is rigid with a very long track record, costs more to install because every turn is a fitting, and some homeowners prefer it on principle. The honest answer is that access to your walls and your own preference usually decide it rather than a clear technical winner.
Can I repipe just the failing section?
With galvanized steel, spot repairs tend to be temporary. The rest of the system is the same age and in the same condition, and repairing one section increases flow through the neighboring pipe, which frequently brings the next failure forward. Sequential leaks after a spot repair are common enough that plumbers generally stop recommending patches once a galvanized system starts leaking. Repiping by zone — one bathroom, one wing, the part of the house being remodeled — is a reasonable middle path when a whole-house scope is not right yet.
Do I need a permit to repipe?
Plumbing alterations are permitted and inspected work in California jurisdictions, and a repipe is squarely within that. The permit matters for a practical reason beyond compliance: it brings an inspection of the new system before it is covered, which is your independent verification that the work was done correctly. What about the drain lines — do those get replaced too?
Not automatically. Drain, waste, and vent piping is a separate system with different aging behavior, and it does not need replacement simply because the supply lines do. Cast iron drains, common in older construction, have a long service life but do corrode over many decades. Whether yours warrant attention is answered by inspection — including camera inspection where warranted — not by the age of the house. It is a fair question to ask during assessment so it is not a surprise later.
